Amidst this excitement, a critical question arises: where do we, as Africa, stand in the global discourse on regulating this powerful technology?
Contrary to popular belief, Africa is heavily involved in the AI conversation. Sam Altman recently visited Nigeria, and he mentioned that Nigeria is one of the biggest adopters of AI globally. However, he disclosed that despite how popular ChatGPT is, there are some African countries, such as Ethiopia, Sudan, and the Central African Republic that still have to use VPNs to access the chatbot. This highlights on the need for inclusive access.
In acknowledgement of the aggression of AI, a number of African governments have implemented regulations in the process of adopting this transformative technology.
The Mauritian government took the lead by publishing their national AI strategy. In 2021, Egypt launched its own strategy to use AI technologies to transform the landscape of its economy. Kenya has an AI task force responsible for guiding its development, and Tunisia has developed an AI-focused industry association. Rwanda, Nigeria, and the African Union Development Agency (AUDA-NEPAD) are also doing the necessary work in developing strategies and policies to leverage the power of AI.
Kinsely Owadara, an AI researcher, emphasises that Africa’s tech scene is not mature enough for AI legislation akin to the EU’s AI Act because such legislation must be thoroughly formulated to reflect the modern realities and future aspirations of the continent. Instead, he suggests that the focus should be on policies that structure and guide AI development. This calls for a need for African governments to fully grasp the technology before enacting fully-fledged regulations.
